...lowering the prices just gives the people that already have the seats more incentive to renew and remain in the seats that they have taken in the vocal area.

Which means that the younger people you want to encourage into the vocal area have no spaces available to them to actual get in to it.

No amount of investment at the top of the club changes the demographic of fans.
