Try on of those silent dog whistles.

They're only a fiver off amazon. When they bark, blow the whistle. It'll drive them bonkers for a little while but after a while they'll learn that when they bark, they hear the whistle and it's pretty uncomfortable for them.

Plus the owners don't hear it either.

It worked for us.
