An act of terror is one designed to inflict terror.

Is this some higher motive, or justified? I know you're not saying that, but I'm sure some people will argue that "they had it coming" (I can see the Mail headlines already). This is an attack intending to cause fear among muslims, surely? Therefore terrorist in nature. Or am I being whooshed?
