I don't think it will though Norway!

Terrible though it is and as a fireman (past tense I know) I do know a bit about fire safety although I didn't specialise in that field - only did the basic fire prevention courses UK and US I don't think this will mark a sea change. Things and times move so fast nowadays and if anything there is a less caring society than there ever was. If you live within the area of the fire everyone is pulling together but as much as everyone is appalled at what happened within a month or so something else will happen in the news and the fire will be less so. Maybe I am too cynical but we live in an age where its all about self gratification on TV, in the papers etc.
