Will they still be able to block you if you're on a VPN?

Not that it matters to me anyway over here in Aus. Nobody really gives a s**t if you stream football here. One of the pubs here in Brisbane streams all the Leeds games for their supporters group, via a laptop hooked up to a big TV. I don't even know where they get such regular live feeds from?
