But if there is no policy, as there appears not to be, perhaps you need to ask the question ?what would you have done if it was your child?? In this case I expect the answer would be to get them to the hospital asap, either via a lift or ambulance.

I appreciate that getting a TA or teacher to do this might be difficult so calling ambulance first should surely have been the correct thing to
