If you're at the end of a long stretch of copper cable to the exchange

then there isn't much anyone can do so changing provider won't do much

If you can connect to fibre optic, that'll sort it

If you can't, then try to find a wireless radio broadband provider. They free you from cables and beam broadband into your house by Magic. Radio is supposedly better than satellite, don't ask me why
