Rats!!!

Anyone got any guaranteed deterrents to keep rats out of the garden? We had decking installed last year and now find that a tribe of rats have tunnelled underneath and are making themselves at home. The council are dealing with them but once they've gone we need to make sure another lot don't install themselves. Can't have a cat or dog as Mrs. Chicken is allergic and AK47s are a bit out of my price range. Help!
