It depends on what they all do.

I would suggest that what HCH is advocating (and I'd agree with) is this.....

CEO -> sets budget
Chief Scout -> provides intelligence
Administrator -> does paper work
Manager -> Makes decisions on transfers based on budget and intel

Whereas the 'Football Committee' approach implies the manager reporting to and accepting on first team policy from the committee.

Which is nonsense.
