there would be no demand for it. The demand of TV viewers for the competition is based on big game sbetween big teams - no-one wants to watch Barcelona duff up the champions of Belarus or Norway, they want to see them tested. And the 3rd/4th place teams in England/Spain/Germany have far mnore chance of doing that than the champions of 90% of European countries.
