You obviously didn't see the Fabregas one yesterday
at the moment it is up to the ref to say when it can be taken, and they nearly always ask the player to wait because they are sorting out the formation of the wall.
If you change the rule (or at least give explicit instructions to the ref) the wall formation basically wouldn't have time to happen so that wouldn't be a problem.
It has become an accepted (if unwritten) rule among refs that defenders should be allowed time to form a wall (and freekicks can't be taken while they are doing so) so refs have to be told that this isn't acceptable.
