Oh yes, if they go after anyone it'd be the uploaders
But I don't think they're interested in the bloggers as they're usually putting up stuff that's difficult to find in any format. They're more interested in sharing of the likes of Madonna, Britney, Coldplay, etc and the torrent are seen as the place where that happens. It's why they shut down Oink (note that there hasn't been any prosecutions on that as yet and I doubt there will be - that wasn't the point). But most of the torrent sites are based off shore and largely untouchable (at least for the time being), so the BPI/VM thing is all about tring to scare people rather than prosecute. The government wanted to introduce legislation to force ISPs to monitor traffic and disconnect people found downloading; but the ISPs realised that - while technically possible - would be impractical to monitor everyones usage. Perhaps this is the BPIs way of showing that something can be done?
