It strikes me as being a 'new' type of apprenticeship

so not a direct replacement to things like NVQs, but more 'oh you did your training at...' just in the old days you might have done your engineering apprenticeship at say Marconi and that was almost your qualification to move on...
But my cynical side says it's just a way to improve some quota or another.
