The financial gap between those coming up and the lower half of the table was much smaller.

Just look at the money spent and the players in the following squads las season - Villa, Man City, Middlesboro, Charlton. Admittedly Brum went down having spent massive amounts, and Portsmouth could have followed them but for the ?12m panic spread in January, but with only a few million to spend, you're right up against it.
