I think you’re being much more charitable than I would
Tombs. This is an utter scandal. How can those bastards “fine” you for not parking in a Bay?! Even if the lines were visible. Since when has this been a thing particularly in a car park I’ve never seen more than half full and the reason you’re not in the actual bay could well be not your fault (as was your case). This sort of “fine” is getting close to extortion.
