Yes, and no

It's brilliant if you like hiking up mountains and that. Or if you ride a bike, a motorbike, or like a swim in a nice (admittedly cold) lake. Beautiful scenery, nice and tranquil in places (avoid the party areas).

So, for a teenager if they're more outdoorsy than requiring constant entertainment then it's great and otherwise might be a bit boring for them.

Water is a bit chilly of course. I actually preferred Lago di Ledro which is just off to Garda's northwestern shore, as it was a bit smaller and quieter.
