I don't think Trump cares at all what people in the UK are talking about

He cares what people in the US are talking about, but I doubt his comments about other NATO forces have made any impression on most Americans.

So in this context (as in most), 'wag the dog' references are usually being made by people who want to sound clever and informed but in fact are talking total rubbish.
