Just because he didn’t mean to handball it is irrelevant m
The law states that moving your hand/arm towards the ball is a deliberate action. And there’s no excuse of it being close range here.
On most occasions when a player commits a handball offence, I don’t think they were intending to do it. Just a careless or mistimed action.
