From a quick read....
He has no memory of his step dad, he and his mum left the US when he was 3 and he had no contact with him beyond that.
Could be, as Legacy Fan suggests above, that actually Wagner is his mum's name. But even if it isn't, given the background of growing up in Germany and having no memory of his step dad or living in the US, there's no way he would pronounce his surname any way other than the German way.
