That has got to be the government's job. That is what JSO are saying: get the f**k on with it.

Many organisations have produced scenarios for 100% renewables including the Committee for Climate Change which advises the government. E.g. see here:

Their approach to zero carbon electricity has some low carbon despatchable power using gas with ccs, BECCS, and hydrogen.

They also report on the government's progress annually. Here is this year's report: User Posted Link

I quote: "In targets, the UK is indeed a world leader. However, this Progress Report reveals that, despite important achievements in renewable energy and electric vehicles, the Government is failing in much of its implementation." There is lots of detail about why they are failing in the report. This broadly backs up the JSO position.

Finally, I would say that Germany has made some progress and is now over 50% low carbon electricity. It would be higher if they hadn't decided to close their nukes after Fukishima. And China and India are fairly unique. In many ways China is the world leader in renewables but obviously it is also consuming a lot of fossil energy. India is pretty similar in some respects.
