This is utter bollocks

Finland is declining because they had a massive homeless population in some quite weird institutions.

Here it seems to have been interpreted as ending homelessness despite Finland having a similar level of rough sleeping to London despite the fact for most of the winter most of the country is so cold you will die if you sleep outside.

Lots of support for 'housing first' - unconditionally giving homes to homeless people which I think Finland did as a result. I think misguided as ive seen lots of examples of people not ready for independent living given a home and instantly inviting their drug dealers round. Ruining their chances and making an horrible experience for their neighbours.
