If we don't have a good enough car then changing the driver is unlikely to have an impact, even if the old driver has forgotten where the steering wheel is.

The issue to me is that we decided to make a change knowing that it wasn't going to have an impact, because the famous weapons of war were actually a bow and arrow set with safety suction pads.

But the argument seems to be that basically you change your manager, they change the squad, until it doesn't work anymore and then the whole process repeats.
