Speak to the council
No commitments, no 'grassing' etc - just get some advice at this stage.
Environmental Health will offer a view on noise nuisance and Planning Enforcement / Licensing on the regulations relating to the venue.
I know much of this stuff has been said already - but it is worth stressing that advice at this stage doesn't come with a commitment on your part to 'kick off'.
