In addition to the good replies already given - I would also contact your local Councillor. If they do choose to get involved then, based on my experience working in local govt, they will have more clout at the council than an individual resident. It sounds like Licensing, Planning and Noise Control could all have an interest. And for that reason getting any of your neighbours onside to demonstrate how many votes might be at stake will help - especially if there elections in May. Bear in mind though that s/he may decide that starting a campaign against the pub may put more votes at risk and so may wash their hands of it! And, in any case, some councillors are just feckless and just in it for the expenses!
