If the intent is to become established in the Premier league

then the Norwich City business model has probably a less than 5% chance of success. I don't know if there is any business in the world that would consider that as an appropriate plan. If the intent is to be a yo-yo club then the model has an increased chance of success, as has been demonstrated, but is certainly not what most business would consider a smart plan because the likelihood of continued long term success is doubtful. Webber saying the intent to become a top 17 club implies the first scenario which either just comes across as bulls**t or non sound business acumen.
