48.12 says that where lapped cars are called past the safety car is called in during the following lap.

I can see the argument but I don’t see anything that says 48.13 applies to the exclusion of 48.12, let alone that you can invoke 48.12, not apply it properly (as all lapped cars didn’t pass) and then say 48.13 applies before all lapped cars have passed.
