What stops it?

The message to drivers is cars MAY pass not must.

There is nothing that says all cars may pass. They will be required to do so IF race bloke thinks it’s safe to.

47.13 can be used at any time (and not only once 48.12 has concluded)

(Btw I think it stinks as this wouldn’t have played out on lap 20. But can’t see what’s against the regs. The regs are s**t)
