Make them start with big points deductions (say -30)

So if they play severely weakened teams they run the risk of getting relegated. A handicapped league like this would actually be much more interesting and give loads more teams a chance to win, while their continued presence would stop the TV money going down too much and throwing loads of teams out of business..
