AZ doesn't have to exclusively make product within the bloc. What they make in the bloc doesn't even have to be exclusively for the EU. They just have to try to make it all within the bloc. They can source it from elsewhere. They are free to sell it to elsewhere.

It may be relevant to whether it's *really* using your reasonable efforts to fulfill the contract if you flog the product elsewhere, but as they can argue the UK ordered it all first... tough titty.

They've either overpaid for their lawyers, or massively underpaid for them
