5.4 says manufactured in the EU including the UK - but not by whom

If the contract is with the Swedish entity they can subcontract to whomever they like, including their UK parent, as long as the geographical restriction is satisfied. It does not constrain that third party whatsoever in terms of what happens to the doses that third party actually produces. So if the Swedish company has backed off production to the UK parent the EU has roughly zero chance of diverting supply? Just as they have zero chance of diverting supply of Moderna to the US, for example, or the overweight German share of the Pfizer.

To be clear this is a tragedy as it means vulnerable people will die; I don't like the "haha Brexit proven sod off EU" tone of a lot of commentary I'm seeing (not here). But the EC throwing tantrums about their own procurement shortcomings helps no-one. Would have been better to let a national government negotiate for the whole bloc, but politically that would never have flown.
