There are a load of other uncertainties

As Old Man has flagged above, this contract is with the Swedish arm of AZ. I would be amazed if the UK one is not with the UK based PLC or at least a UK subsidiary.

As I understand it also the manufacturing plants are not owned by Astrazenica. AZ presumably have contracts or agreements with them to manufacture the vaccine so it may also depend on those. It could be that the British factories (particularly if being subsidised by our govt) have only agreed to supply the Swedish Arm of Astrazenica with doses over and above those they need to fulful their british orders in which case AZ could quite conceivably say they've used best efforts but thats the max supply they can get.

How 5.1 and 5.4 interact are a mess as well.

Very, very messy but one think is for sure is that its a best reasonable efforts obligation and its far from clear cut as claimed by the EU.
