Not sure how this applies to other countries but if you get Irish passoporto then your children qualify and so on. So if you don't get it and you weren't born on Ireland then I think that is the end of the line if your parents werent born in Ireland.

Anyway as gobb patiently explained enquire at the relevant embassy. I believe in the case of Irish passport you need a full birth cert and not the short version. To be sure.
