Seems to me like he is forcing commons to make a decision

Since commons supported article 50 there have been three possible outcomes. Bilateral deal, revocation or no deal. If you don't want option one or two you get option three as default.

Commons decided it didn't want any of these options. They don't support brexit but don't have the balls to revoke.

This prorogation move looks dodgy AF but it seems to me that it simply forces commons to make the decision they have needed to make for the last three years.

They have time to revoke, support a deal and if they do neither then it is no deal. They just no longer have time for putting off a decision.
