they've ramped up a perceived demand to create a new demand for a new product that will not do anything to materially alleviate the underlying demand.

Instead of having (say) 15,000 people trying to get 1,500 tickets you'll have (say) 5,000 people trying to get 1500 tickets of whom 3500 will have paid anything between £2.63 to £50 for nothing.

I'd say there was probably less of a demand problem with away tickets, except for a handful of the Big Clubs. But now of course they have ramped up the issue to create demand for their new product.
