....the winners of the lower-seeded groups get promoted to the next level, and group winners get passes into the euro qualifying play-offs (if they don't qualify for them, or the euros themselves, via the usual qualifying process).

Complicated, but seems to have worked well so far, no?

Although might be interesting to see if for some euro qualifying groups, the fact that some teams start with an automatic pass into the play-offs if they need it ends up affecting things a bit towards the end of the process.
