who actualy makes the call for a VAR decision is it the VAR ref?

does he do this alone or as part of a panel of VAR refs in a VAR truck var var away? or is it the actual ref who make the call based on the fact he's s**t at his job and wasn't atching properly. i'd be a really s**t ref, i can't be arsed with following the play i've got the attention span of a
