Just to make that "clear"

But you could argue that non working non British families have access to:

Schools
NHS
Services

And since they are not working they are not contributing to the economy.

On the other side a government that has not invested in said services or infrastructure and therefore is trying to fix short term problems rather than the root cause.

Either way it's the government's fault.
