No, they couldn't. Breach of UK obligations

Unfortunately eu law states citizens have the right to live and reside freely in any member state.

Article 28 of citizens directive 2004/38.

EU citizens can only be deported from another member state for reasons of public policy or public security.

Paraphrasing they can only be deported if there are serious grounds for it. I.e there is unlawful immigration, tax evasion, criminality.

Basically the longer your in the country the harder it is to deport you.

The UK considers rough sleeping a reason for deportation but the EU is investigating it as they believe the UK is breaching obligations.

So long story short, they couldn't deport if they didn't have a job as it's not considered "serious grounds"
