send him a statutory demand
saying that if continues to fail to pay, you'll petition for bankruptcy (assuming he's an individual, not trading through a company). you may not get paid, even if you make him bankrupt (he may have nothing ...) but it's quite a powerful threat. To resist it, he'll have to show that the debt is disputed in some substantial/genuine way (which of course he might say, notwithstanding what he's said so far ...)
