It is, but

the kids and their parents are happy to stand on the seats. Some sit behind me. I try not to stand, but have to if the people in front of me are standing.

Was chatting to the parents, and they hold on to their kids when they stand on the seats to make sure they don't fall. I did the same for years with my son.

Even if it's just "standing at times of excitement", those kids would still have to stand on their seats to see the excitement!

I used to stand on a box in the old River End terrace. Kids have never been able to safely see at football, unless they got to the front of the old terraces. But, as Hillsborough showed, that wasn't safe either.

I'm just rambling...
