This is a peer rather than subordinate or boss?
My wife thinks you could take it down the official route, but the danger would be that it would end up going down a "he said she said" route that could make things worse.
Stating the obvious, so assume you've done this already, have you spoken to the person in question about the way you don't like how they speak to you?
Assuming you have and it's still going on, the official route might be the best way. Would those bosses you mention or other colleagues corroborate your version of events?
Also, is there anything else going on? Is this a friendship or something else that has gone sour? Be prepared for scrutiny!
Unfortunately, there aren't any easy answers to things like this. HR would intervene, but I'm not sure that would make your life better and my wife has experience of seeing things like this going both ways; sometimes the offender steps back into line, sometimes they come out slinging mud and things escalate quickly.
It also depends on the nature of the complaint; someone being intentionally irritating is harder to substantiate than someone being abusive and what have you. HR, to take any real action, will need facts that can be backed up with evidence.
My personal approach would be to avoid confrontation if at all possible, but that's just my approach generally. No one will be able to tell you the right approach, but partly because no one other than you knows the effect this person is having.
