talk to council first. Just need basic sketches, photo's of current scene etc
they'll outline what would be a no-no from the off, and what scope they would permit. This would obviously be imparted to your architect in your brief, saving you the palaver and cost of them fannying about cooking up s**t that won't fly and having to 'consult' with the council for weeks ie eat up your coin whilst they work on other stuff.
