yep, that's fair.
If UEFA want to give Liverpool an extra place, that's up to them rather than the FA.
But aside from the extra lobbying the FA are now doing (which you'd kind of expect given that they have the interests of their member clubs at heart) the basic decisions the FA have taken have been perfectly reasonable. And indeed the right ones, in my opinion.
