So, to me 1.03...
...says that if there's 4 teams entered then 4th drops to the UEFA.
What if the champions come from a country with less representatives. I see no provision for that. As a result, UEFA either create an extra place or don't have the winners defend their trophy.
Which is it ? Apply the same rule here.
