However, if the SNP in (Scottish) Parliament can present a case for a fresh vote, then the UK Government may be hard pressed to prevent it happening.
By 'Up to the Scottish Parliament', I mean that an SNP administration is hardly going to forego the opportunity to push for the very thing gthey exist to deliver.
