But it's far from clear that *not* offering Scotland some form of devolution would have got rid of nationalist / separatist demands.

Indeed, we're getting a bit of an insight into how they felt now, in a way. (Some) people in England - including you, I would guess - getting worked up about England being governed partly by a party that doesn't represent us. Well, that's a big part of what led us here - the sense in Scotland that devloped under Thatcher that when there's a Tory government, they've being governed by a party that has basically no representation there. (And in many people's view there, no interest in or sympathy for them, either - henve trialling the poll tax up there etc.)
