maybe give them enough land in iraq to create their own state and watch them self-destruct via infighting; coalition west and arab states to control the borders plus total moratorium on payment to pesky terrorist kidnappers, greater sharing of intelligence and stop their pocket money. plus assist the old self-destruction along the way with some strategic big bomberage.
