Depends on your definition of 'healthy' democracy...

Functional? Certainly not, but I would contend that the spread of votes across a wider range of parties here ensures that people are better represented. Compare that with Britain, where in a vast swathe of the country your vote is meaningless if you don't support one of two parties.
