Can't see the point of building a new tier/stand at the moment

It's always a gamble.

A cheaper idea might be to make the lower Barclay a safe standing area (if the regulations ever permit it). I've seen it said that making an area safe standing doesn't actually increase the capacity, but that doesn't square with what happens at the Westfalenstadion.
