Re: the claim that you don't get a gain in capacity in safe standing areas - that's wrong

I used to go in the standing area for Stuttgart home games a few years ago - it is strictly limited tickets but it wasn't one (unused) seat per standee - you could get on average two standing people per one seated 'area'. Often the rows were two or three deep with people. All perfectly safe and with no packed areas.

This is proven when you look at attendances in Germany.

Dortmund's last home league game - 80,645
Dortmund's last home European game - 65,890
Dortmund's league capacity - 80,708
Dortmunds Euro capacity - 66,000

Dare I say it though, the Germans are probably more disciplined in spacing themselves out in this area - there wasn't an obvious clamour to get into one particular area of the stand.

It also helped that the away fans were nowhere near the standing area - therefore the 'need to be in the part of the stand closest to the away fans didn't apply. You would have to do the same in England - I reckon it's make the atmosphere worse if the Ultra (hate that phrase) section of fans that would most want to stand had to be placed at opposite ends from the away fans.
